1. Background:
The Mozambique Transmission Company – MOTRACO – is a limited liability company incorporated in the Republic of Mozambique in 1998. The company is a joint venture between Electricidade de Moçambique (EDM), Eskom Holdings (Eskom), and Eswatini Electricity Company (EEC). MOTRACO was created as a vehicle for co-operation with the primary objective of building, owning, operating, and maintaining the transmission system, and supplying electricity to the Mozal aluminium smelter in Mozambique and wheeling power to EEC and EDM.
2. Context and Description:
The 400kV Camden Edwaleni transmission line has approximately 135km, starting from Camden Power Station within South Africa up to Edwaleni Substation within Kingdom of Eswatini. The Vegetation management under the line is carried out annually to from T1 to T198 (within South Africa):
Annually, MOTRACO carries out vegetation management under Arnot Maputo power line for the reasons below that guide vegetation management practice:
- Ensuring safe clearances under and around overhead lines
- Ensuring adequate access for inspection, maintenance and repair activities.
- Reduction of fuels for fires under overhead lines that causes flashovers
3. Scope of work:
Camden Edwaleni line is comprised of the following Biomes: Pure Grass, Grassland and Reeds. The contractor is required to do vegetation management under Camden Edwaleni cutting and removing from site, as follows:
- Vegetation Management must be carried out over a width of 40 meters (20 meters to the left and 20 meters to right of the central phase).
- Access routers to towers/structures, where necessary, clear all trees and bush at ground level, treat with herbicide.
- Clear all trees and bush at ground level, 10m around power lines structures, stays and within tower positions.
- The grass/weeds/reeds must be cut at 100 mm above the ground level and remove it from the line servitude;
- Tree branches must be removed from the servitude width.
- The tree trimming must be done responsibly and in a such a way to protect tree/species;
- Adopt the necessary precautions to protect both employees and members of the public from possible hazards associated with electricity and, where possible, communities should be educated about such danger;
- Use equipment like chain saw, cutting machine and other must be on a professional way;
- The use of heavy machinery like bulldozer and tractor is forbidden;
- Duty of care should be taken with use of oil and ground water contamination;
- Any unforeseen environment issue arising during the implementation of the project should be reported immediately;
- The contractor is requested to report to MOTRACO all civil construction that may be encountered on the wide of 50 meters and vicinity of the Transmission lines and the signage of the erosion along the line.
All works must be carried out following ESKOM standards, SHE rules and Environmental requirements:

4. Offer format:
The proposal must indicate detailed technical offer (Method statement) and commercial (detailed cost per labour, equipment) per section.
