Subject: Request for Proposal (RFP No. 03/MOT/2026): Arnot-Maputo 400 kV T520 Soil Erosion Mitigation – Hydroseeding
1. Background:
The Mozambique Transmission Company (MOTRACO) is a limited liability company incorporated in the Republic of Mozambique in 1998. The company is a joint venture of Electricidade de Moçambique (EDM), Eskom Holdings (Eskom), and Eswatini Electricity Company (EEC). MOTRACO was created as a vehicle for cooperation with the primary objective of building, owning, operating, and maintaining the transmission system, and supplying electricity to the Mozal aluminium smelter in Mozambique and wheeling power to EEC and EDM.

2. Contextualization:
Under MOTRACO’s request in 2023, LES prepared the scope and carried out work on the 400 kV Arnot-Maputo Line at Tower 520, located in a small village called KwaMhlushwa, just outside Mbombela (Nelspruit). The scope included reinforcing the tower foundations and constructing a gabion wall to protect the tower against erosion, which was compromising both tower and line integrity.
After the intervention, the area experienced flash floods, and soil erosion was observed along the edges of the gabion wall. As a result, this project is being initiated to repair the issues that have emerged.
3. Scope of work:
The scope of the project entails backfilling and sloping of the soil on the edges of the existing gabion wall and planting of vegetation using hydroseeding to retain the soil from erosion and to protect against scouring along the gabion wall.

The work will be overseen by NTCSA, and their construction and procurement protocols will be applied.
4. Format of proposal:
4.1. The proposal must be detailed and present the following:
- Detailed description of the approach and methodology (Technical Proposal).
- Timeline for completing the project.
- A detailed financial proposal, including BoM, labour rates, resource allocation, and other applicable costs.
4.2. Bidders shall submit the following documents:
- Company profile and proven experience in working in civil repairs for structures.
- Proposed team structure, qualifications, and experience.
- Company registration documents and supporting documents.
