Subject: Request for Proposal (RFP No. 36/MOT/2025) Supply, Installation, and Commissioning of a Standby Diesel Generator at Maputo Substation.

1. Background:

The Mozambique Transmission Company- MOTRACO is a limited liability company incorporated in Republic of Mozambique in 1998. The companies are a joint venture of Electricidade de Moçambique (EDM), Eskom holding (Eskom) and Eswatini Electricity Company (EEC). MOTRACO was created as a vehicle for co-operation with the primary objective of building, owning, operating, maintaining the Transmission system, and supplying electricity to the Mozal aluminium smelter in Mozambique and wheeling power to EEC and EDM.

Terms of Reference

2. Background and Scope of work:

MOTRACO intends to appoint a company to supply, deliver, install, test, commission, and integrate a 315 kVA standby diesel generator at the Maputo Substation. The company will be responsible for providing all necessary equipment, materials, and services needed to ensure the generator is fully operational, safe, and complaint with industrial standards. As part of the scope, the generator will be connected to the existing AC power supply system, enabling automatic backup power in the event of a main AC power failure.

The scope includes:

• Supply and install of 315kVA, 400/230 V, 50 Hz, 3-phase with soundproof/weatherproof enclosure. The generator should have a tank with capacity for at least 5 – 7 hours continuous operations at full load.
• Delivery of the generator and all required equipment to the Maputo Substation.
• Electrical integration into the substation LV 400/230 VAC system, including automatic transfer switch (ATS), cables and cabling works.
• Full operational testing, load testing, verification of automatic Transfer switch (ATS) functionalities.
• Provision of training for operational staff and all operation and maintenance manuals.

3. Format of proposal:

3.1. The proposal must be detailed and present the following:

• Company Profile and relevant experience in generator installation and electrical integration.
• Detailed Technical Specifications of the proposed generator.
• Detailed Financial Proposal ((breakdown supply, delivery, equipment, installation, commissioning, civil works and any other cost)).
• Warranty Terms and after-sales support plan.
• Reference from at least two similar projects completed in the last 4 years.

5. Site Visit:

A site visit is scheduled for 10:00 o’clock of 26 August 2025 at Maputo Substation. Bidders will have access to the existing installation and may raise inquiries to assist in preparing their proposals.

6. Closing Date:

The proposals must be submitted no later than 12 o’clock of 12th September 2025 in a sealed envelope, accompanied by a PenDrive containing a complete electronic copy of the proposal.
