Subject: Request for Proposal (RFP No.05/MOT/2026): Performing a Strengthening service for Tower 31 of the 400kV Camden Edwaleni Line (South African Side).
Terms of Reference1. Background:
The Mozambique Transmission Company- MOTRACO – is a limited liability company incorporated in Republic of Mozambique in 1998. The companies are a joint venture of Electricidade de Moçambique (EDM), Eskom holding (Eskom) and Eswatini Electricity Company (EEC). MOTRACO was created as a vehicle for co- operation with the primary objective of building, owning, operating, maintaining the Transmission system, and supplying electricity to the Mozal aluminium smelter in Mozambique and wheeling power to EEC and EDM.
2. Contextualization:
Tower 31 of the 400kV Camden Edwaleni line is located in a body of water. The tower foundation is submerged and is currently inaccessible for maintenance or inspection. As the foundations were not designed to be submerged, the structural integrity of the tower may be compromised. The condition of the foundations and the current level of erosion cannot be assessed. Therefore, through this RFP, MOTRACO intends to appoint a contractor to refurbish the foundations of tower 31 based on the scope created by Lines Engineering Services (LES).
3. Scope of work:
The refurbishment process for the tower will follow the three stages described in the attached project reference documents:
- Creating Access to the water
- Corrosion inspection and treating
- Underpinning – Pile Installation
The contractor shall perform all work in accordance with the attached scope of work document and shall complete the Bill of Quantities (BoQ) accordingly.
4. Format of proposal:
4.1. The proposal must be detailed and present the following:
- Detailed description of the approach and methodology (Technical Proposal).
- Timeline for completing project.
- BoQ completed.
- A detailed financial proposal.
4.2. Bidders shall submit the following documents:
- Company profile and proven experience in working in civil repairs for structures.
- Proposed team structure, qualifications and experience.
- Company registration documents and supporting documents.
