Subject: Request for Proposal (RFP No. 19/MOT/2025) – Vegetation Management under Arnot Maputo, Edwaleni Maputo 400 kV line Mozambique Side and 132 kV Maputo Mozal Line
1. Background:
The Mozambique Transmission Company – MOTRACO is a limited liability company incorporated in Republic of Mozambique in 1998. The company is a joint venture of Electricidade de Moçambique (EDM), Eskom holdings (Eskom) and Eswatini Electricity Company (EEC). MOTRACO was created as a vehicle for co-operation with the primary objective of building, owning, operating, maintaining the transmission system, and supplying electricity to the Mozal aluminium smelter in Mozambique and wheeling power to EEC and EDM.
Terms of Reference2. Context and Description:
MOTRACO infrastructures comprises amongst Substations equipment, three Transmission lines as described below.
Section I
The 400 kV Arnot-Maputo Transmission line cross the border between South Africa and Mozambique and has a total length within the Mozambique side of the border of 49 Km with 117 spans.
Section II
The 400 kV Transmission Line Edwaleni Maputo cross the border between Eswatini and Mozambique at Goba and has a total length of 53 Km from Goba to Maputo.
Section III
The 132 kV Transmission Line Maputo Mozal is composed of three parallel 132 kV lines running from Maputo Substation to Mozal Smelter in 4 Km with 8 spans.
3. Scope of work:
The contractor is required to perform a vegetation Management on the three above mentioned sections as follow:
Cut the bush and grass along the servitude and remove from site. The servitude has a 55-meter wide (27,5 meter to the left and 27.5 meters to the right measured from the centre line of the powerline).
The bushing clearing is basically cutting of the trees near the ground and remove it from the line servitude.
The grass must be cut at 100 mm above the ground level.
The tree clearing must be done responsibly. The species must be protected.
Adopt the necessary precaution to protect both employees and member of the communities from possible hazards associated with electricity.
Use of equipment like chain saw, cutting machine and other must be on a professional way.
The use of heavy machinery like bulldozer and tractor is forbidden.
Duty of care should be taken with use of oil and ground to prevent water contamination.
MOTRACO shall solicit prior consent from all property and field owner affected by the project activities.
Any unforeseen environment issue arising during the implementation of the project should be reported to MOTRACO immediately.
The contractor is requested to report to MOTRACO all civil construction it may be encountered on the wide of 50 meters away from the line and vicinity of the Transmission lines and the sign of the erosion along the line.
Burning shall not be permitted under any circumstances.
3.1. Bidding Submissions:
The bids shall be submitted separated for the below Sections:
- Section I: Maputo Goba Border – 58 Km (117 Spans).
- Section II: Maputo Ressano Border – 46Km (99 Spans).
- Section III: Maputo Mozal – 4 Km (9 Spans).
The section I and II Shall not be awarded to the same contractor.
Contractor is free to quote for any of the three Section (I, II and III). Notte that each Section must be completed be end of October 2025.
Involvement of local communities for the activities is compulsory.
4. Format of Proposal:
4.1. The proposal must be detailed and present the following:
- Detailed quote for each Section.
- A clear breakdown of costs, including labour, materials, equipment, and other associated expenses.
- Detailed timeline for each Section.
- Detailed description of safety measures/approach to be implemented during the project and method statement.
- List of Previous projects similar in scope, at least 2 references.
4.2. Bidders shall submit the following documents:
- Name of the company.
- Company registration details and profile
- Relevant experience and qualifications.
- Other support documents.
5. Clarifications and site visit:
All clarifications will be given shall be submitted by email to MOTRACO to the attention of:

A site visit for additional clarifications is scheduled for 10 o’clock of 3 June 2025, at Maputo Substation.
6. Closing Date:
The proposals must be submitted in a sealed envelope no later than 03:00 PM o’clock of 16 June 2025, at Av. 25 de Setembro 420, Predio JAT1
