1. Background:
The Mozambique Transmission Company – MOTRACO – is a limited liability company incorporated in the Republic of Mozambique in 1998. The company is a joint venture between Electricity of Mozambique (EDM), Eskom Holdings (Eskom), and Eswatini Electricity Company (EEC). MOTRACO was created as a vehicle for co-operation with the primary objective of building, cutting, operating, and maintaining the transmission system, and providing electricity to the Mozal aluminum smelter in Mozambique and while power to EEC and EDM.
2. Context and Description:
Maputo Substation is a 400kV Substation with 2 X 400kV incoming Transmission lines, 4 x 500MVA and 2 x 400MVA transformers. The Substation was built in 1998 and has been upgraded over the years by the addition of primary and secondary plant equipment, which demands more DC system, specifically for the backup system.
Currently, the ideal 12-hour DC backup (as per Eskom Standard) no longer exists and an upgrade is required. Currently, the backup time is around 5 hours.
A survey was conducted to determine the new specifications for the new batteries and charge to cater to the current and future Substation’s load, as per the attached spreadsheet. The existing batteries and chargers’ specifications are compiled of:

3. Scope of Work:
The bidders are required to submit an offer for the Supply and Installation of new batteries and charges, considering two options:
- Option 1: Supply and installation of new batteries and upgrade the existing charge from 100A to 300A.
- Option 2: Supply, Installation, and commissioning of completely new batteries and a set of charges.
For both options, the bidders must include and specify all the changes/upgrades that need to be done on the DC distribution board, internal wiring, AC Inputs, protection circuits, etc.
Inspect battery room availability and advice all changes/upgrades or improvements that need to be done for the installation of new batteries to ensure the environmental condition and safety of personnel and equipment.
All works, specifications, and personnel must follow ESKOM – NORTHEAST GRID Standard.
4. Format of Proposal:
4.1. The proposal must be detailed and presents the following:
- Separated quotes for Option 1 and Option 2 considering all Scope of Work;
- BoQ for both options to be provided by the contractor;
- Labour rates and team composition;
- Project plan for both options;
- ESKOM – Northeast Grid Authorisation for the person who will supervise and take permit;
- Any additional cost.
4.2. Bidders will submit the following documents:
- Company profile;
- Track record and experience on similar work, including reference letters;
- Company registration documents and supporting documents;

6. Site Visit:
A site visit is scheduled for 10:00 on July 15, 2024, at Maputo Substation, where bidders will be able to access the battery room where the equipment is placed and take measurements if necessary.
7. Closing Date:
The proposals must be submitted no later than 12:00 on July 28, 2024.
