1. Background:

The Mozambique Transmission Company – MOTRACO – is a limited liability company incorporated in the Republic of Mozambique in 1998. The company is a joint venture of Electricidade de Moçambique (EDM), Eskom Holdings (Eskom), and Eswatini Electricity Company (EEC). MOTRACO was created as a vehicle for co-operation with the primary objective of building, owning, operating, and maintaining the Transmission system, as well as supplying electricity to the Mozal aluminium smelter in Mozambique and wheeling power to EEC and EDM.

Terms of Reference

2. Contextualization:

Maputo Substation has been experiencing soil erosion and sediment displacement in its three (3) yards (132kV, 275kV, and 400kV), causing the collapse of the cable trenches and drainage channels. A study has been conducted to determine the root cause and mitigation measures, as per the attached documents.

The proposed solutions comprise the installation of river sand and geotextile underneath energized cables. Due to substation operation, the cables cannot be isolated, and a proper method statement and supervisor are extremely required. The scope of work for the sediment repair by the contractor is attached to this RFP.

MOTRACO is looking for a qualified inspector with knowledge and expertise to oversee and manage contractors during the civil repair inside the HV yard and cable trench. The inspector will be responsible for ensuring that all safety, operational, and environmental requirements are met throughout the repair process. Additionally, the inspector will develop a detailed and proper method statement to be used by contractors for the repair work without disconnecting the cables, ensuring that the repair activities are carried out in a manner that minimizes risk to personnel, assets, and the surrounding environment.

3. Scope of Work for the Inspector:

The inspector will be responsible for:

  • Preparing and submitting a comprehensive method statement that outlines the steps, safety precautions, risk assessments, mitigations, equipment, and personnel requirements for the trench repair activities in a substation with connected wires.
  • Overseeing the repair process, ensuring that all repairs are carried out efficiently, safely, and in compliance with the approved method statement.
  • Ensuring that the method statement is adhered to during the execution of the repair works.
  • Monitoring the progress of the project and adjusting schedules and resources as required to meet deadlines.
  • Ensuring compliance with all relevant safety standards, environmental regulations, and industry best practices during the execution of the civil repair work.
  • Providing regular reports on the progress of the repair activities, ensuring timely resolution of any issues that may arise.
  • Upon completion of the project, submitting a final report summarizing the work completed.

3.1. Format of Proposal:

The proposal must be detailed and include the following:

  • Detailed description of the approach and methodology (Technical Proposal).
  • Timeline for completing the project.
  • A detailed financial proposal, including costs for overseeing the repair process, resource allocation, and other applicable costs.

3.2. Bidders Shall Submit the Following Documents:

  • Company profile and proven experience in overseeing civil repairs in substations.
  • Eskom Authorization (for NORTHEAST GRID) for work in restricted areas.
  • Proposed team structure, qualifications, and experience.
  • Company registration documents and supporting documents.

The proposals must be submitted no later than 03:00 PM on 21 February 2025.
