Subject: Request for Proposal (RFP No. 04/MOT/2026) – Maintenance of automatic detection fire (Techno Switch TC3000 system)

1. Background:

The Mozambique Transmission Company – MOTRACO – is a limited liability company incorporated in Republic of Mozambique in 1998. The company is a joint venture of Electricity of Mozambique (EDM), Eskom Holdings (Eskom) and Eswatini Electricity Company (EEC). MOTRACO was created as a vehicle for co-operation with the primary objective of building, cutting, operating, maintaining the transmission system, and providing electricity to the Mozal aluminum smelter in Mozambique and wheeling power to EEC and EDM.


Terms of Reference

2. Context and Description:

MOTRACO is equipped – in Maputo, Barberton, and Edwani Substation – with automatic detection fire system (Techno Switch). The system is installed in such way that in the event of fire, the system switches off all air conditioners to reduce the oxygen inside the building and releases the Inergen Agent to extinguish the fire, and the auditable alarm is also triggered. To assert the reliability of the system, periodic maintenance is required.

2.1. System components:

The system is compiled by the following equipment:

  • TC 808 main panel
  • CT 3001
  • PSU
  • Inergen Cylinders

3. Scope of work:

The bidder is required to perform preventive maintenance of the Automatic detection system (ADF) which is divided into the following Lots:

I. Lot 1 – Maputo:

  • Maputo substrate
  • MOTRACO office

II. Lot 2 – Barberton and Edwaleni:

  • Edwaleni Substation (Eswatini)
  • Barberton Substation (South Africa)

4. Format of proposal:

4.1. The proposal must be detailed and presents the following:

  • Material list to be used by the contractor.
  • Cost of labor.
  • Any other applicable costs.

4.2. Bidders will submit the following documents:

  • Company profile
  • Track record and experience on similar work including reference letters.
  • Company registration documents and supporting documents.
  • Works plan and duration with Lot specified.
  • Safety certificates.

All the clarification will be provided during a site visit scheduled for 10 o’clock as per below:

  • 10thFebruary in Maputo;
  • 11thFebruary in Eswatini;
  • 12thFebruary in Barberton.

5. Closing Date:

The proposals must be submitted no later than 03:00 PM o’clock of 10thMarch 2026.
